AIRCRAFT HIT A 2721 FOOT RIDGE JUST BELOW THE TOP WHILE CRUISING IN BAD WEATHER ON A DARK NIGHT. HE WAS ON A VFR FLIGHT PLAN AND WAS NOT INSTRUMENT RATED. LOW OVERCAST OBSCURED THE MOUNTAIN TOPS. CAUSE:
