Narrative:THE PLT WAS MAKING PRACTICE SWATH RUNS WITH A LOAD OF WATER. DURING THE THIRD TURN, AT ABOUT 100 FT AGL, THE ENG STOPPED, ACCORDING TO THE PLT. THE ACFT THEN LANDED HARD & CARTWHEELED. NO ENG MALFUNCTIONS WERE FOUND.
