Narrative:THE ENG QUIT DURING CLIMBOUT. INSPECTION REVEALED THAT THE FUEL SYSTEM CONTAINED ABOUT 50% CLEAR LIQUID OTHER THAN GASOLINE. THE ACFT HAD SAT WITH ITS TANKS EMPTY FOR THE PAST 7-10 DAYS.
