TOO HIGH A DECK ANGLE WAS ATTAINED DURING THE FLARE & THE ACFT FLOATED DRAGGING ITS TAIL ON TOUCHDOWN & LEAVING A 2 FT PIECE OF METAL ON THE RWY. THE FIRST OFFICER WAS AT THE CONTROLS.
