THE AIRCRAFT WAS ON DOWNWIND WHEN THE ENGINE STOPPED. THE AIRCRAFT TOUCHED DOWN 1000 FT SHORT OF THE RUNWAY. INVESTIGATION REVEALED THERE WAS NO FUEL IN THE FUEL TANKS.
