Narrative:THE PILOT AND PASSENGER/PILOT WERE MAKING LOW, SLOW PASSES OVER FISHERMAN ON THE ICE. THE PILOT REVERSED DIRECTIONS AND THE AIRCRAFT STALLED. THE PILOT STATED HE WAS LOOKING AT THE GROUND AND BECAME DISTRACTED.
